What Is the Non-Insured Health Benefits (NIHB) Program?

The Non-Insured Health Benefits (NIHB) program is a federal health program administered by Indigenous Services Canada. It covers dental services that are not covered by a provincial plan or private insurance. Claims are processed by Express Scripts Canada, the program’s third-party claims processor.

Patients’ Note: Because NIHB is a payer of last resort, patients who also have a provincial or private plan use that coverage first, and NIHB then helps with eligible costs it does not pay.

Downtown Toronto Dentistry Is an NIHB Dental Provider

Downtown Toronto Dentistry is an NIHB dental provider. We accept all eligible First Nations and Inuit patients here and bill directly to the program. We submit your claims through Express Scripts Canada on your behalf.

NIHB Eligibility for First Nations & Inuit Patients

You may be eligible for NIHB dental coverage if you belong to one of the following groups:

  • A First Nations person registered under the Indian Act (status Indian)
  • An Inuk recognized by an Inuit land claim organization
  • A child under 2 years old whose parent is an eligible NIHB client

There is no application process. If you meet one of these criteria, you can access NIHB dental benefits.

What Dental Services Does NIHB Cover?

NIHB covers a wide range of routine and medically necessary dental care, including:

  • Diagnostic services such as exams and X-rays
  • Preventive care such as cleanings and fluoride
  • Fillings and other restorative treatments
  • Root canal (endodontic) treatment
  • Extractions and minor oral surgery

When Predetermination Is Required

Certain dental services need predetermination, which is prior approval from the program before treatment starts. When your treatment requires it, we prepare and submit the predetermination request to Express Scripts Canada for you. When approval comes back, we schedule your care.

What Dental Services NIHB Doesn’t Cover

NIHB does not pay for cosmetic treatments such as veneers or whitening, or for appliances like mouth guards. The table below shows what is and what is not covered alongside the rest.
